Our client, Baraka HealthNet, is a non-profit organisation dedicated to improving the lives of marginalized and vulnerable people in Kenya by providing efficient, reliable, timely, accessible, quality, and sustainable medical services. They currently operate in Mathare Valley, Athi River, Korogocho, and Bomani in Kilifi.

Baraka HealthNet seeks a Chief Administrative Officer (CAO) to provide executive-level leadership for financial, operational, and administrative functions, including HR, Finance, Admin, IT, procurement, policy implementation, and regulatory compliance.

Key Responsibilities

Strategic Planning & Organizational Leadership

  • Collaborate with the CEO to develop and implement strategic plans aligned with organizational goals.
  • Manage and supervise day-to-day operations of support departments.
  • Implement organizational policies and ensure compliance with government and donor regulations.
  • Oversee Finance, HR, IT & Administrative functions.
  • Compile and present performance reports and budget reviews.
  • Build and maintain relationships with external stakeholders, clients, vendors, and partners.
  • Ensure asset security, maintenance, and proper documentation systems.
  • Support voluntary doctors’ registration with the Medical Board of Kenya.

Financial Management & Control

  • Oversee budget planning, expenditure monitoring, procurement, and financial resource management.
  • Ensure compliance with GAAP, tax regulations, and mitigate financial risks.
  • Manage cash flow, bank reconciliations, audits, accounts payable/receivable, payroll, and general ledger.
  • Strengthen risk management, fraud prevention, and internal controls.
  • Ensure timely and accurate financial reporting for management, board, and donors.

Human Resource Management

  • Lead HR strategies for talent acquisition, training, and retention.
  • Support staff development and foster a positive working environment.
  • Oversee performance appraisal systems, training programs, and ensure legal compliance.

Compliance, Governance & Stakeholder Relations

  • Ensure compliance with government, industry, and donor regulations.
  • Prepare reports for donors and maintain strong internal controls and risk management measures.
  • Engage with external stakeholders and ensure transparent communication.

Requirements

  • Master’s Degree in Finance, Accounting, HR, or related field.
  • CPA(K) or CPS(K) with active membership in ICPAK or IHRM.
  • Minimum 5 years’ relevant sector experience.
  • Strong analytical, communication, and problem-solving skills.
  • Integrity, confidentiality, and willingness to travel to project sites.
